Township of Norwich Appoints Chief Administration Officer
The Township of Norwich is pleased to announce the appointment of Matt Smith as its new Chief Administrative Officer (CAO), effective April 7, 2025.
“On behalf of Council, I am happy to welcome Matt as our new Chief Administrative Officer,” said Mayor Jim Palmer. “Following a comprehensive search, Council and I are confident that Matt’s passion for community development and open municipal governance will align with Council’s Strategic Plan, and help guide the Township to continued growth and success. We would also like to extend our gratitude to James Johnson, who has performed the role of Acting CAO admirably during the transition period.”
Matt Smith has twenty years of experience in the public sector, working for municipalities and universities in both Ontario and England. Most recently, he was the Clerk & Director of Community Services for the Municipality of Meaford in Grey County, and also served as their Interim CAO in 2023 and 2024. Matt has a Master of Public Service degree from the University of Waterloo.
“I’m thrilled to be joining the talented team at the Township of Norwich,” said Smith. “I want to thank Council for the opportunity to serve the Norwich community, and look forward to working with Council and staff to deliver excellent service to our residents and help the community meet its vision for the future.”
As CAO, Matt Smith will serve as the senior staff member at the Township, reporting directly to Mayor and Council. He will oversee all municipal operations, providing leadership to the staff team, while also providing advice and support to Council.
