The Building Services Department is responsible for administering and enforcing the Ontario Building Code and related municipal by-laws within the Township of Norwich to ensure that all buildings and structures within the municipality are safe, functional, and compliant with applicable standards.

Purpose
These services protect public health, safety, and welfare by ensuring that buildings and structures are properly constructed, maintained, and used. The department’s work supports safe development, informed property transactions, effective emergency response, and the overall quality and integrity of the municipality’s built environment.

Services Provided

Building and Demolition Permits

Review and approval of construction and demolition projects to confirm compliance with the Ontario Building Code, zoning by-laws, and other applicable laws, supported by inspections throughout the project.

Change of Use Permits

Evaluation of proposals to change how a building or part of a building is used to ensure that the new use meets current Building Code and safety requirements.

Building Code Enforcement

Investigation of complaints and enforcement of Building Code and by-law violations to maintain safety and compliance across the community.

Property Information Reports (Coming Soon)

Preparation of reports providing property specific information to property owners, purchasers, and other stakeholders for due diligence and planning purposes.

Civic Addressing

Assignment and maintenance of municipal addresses to ensure accurate identification of properties for emergency response, service delivery, and navigation.
